Financial services company Knight Capital Americas will pay $12 million to settle charges it violated SEC rules in connection with a costly trading glitch in August 2012. The Securities and Exchange Commission said Wednesday that Knight didn't have adequate safeguards to limit the risks posed by its access to markets.

Hurricane Raymond strengthened to a Category 3 storm early Monday and threatened to hurl heavy new rains onto a sodden region of Mexico's Pacific Coast already devastated by last month's Tropical Storm Manuel. The U.S. National Hurricane Center said the newly formed storm had nearly stalled offshore, about 165 miles (265 kilometers) west-southwest of Acapulco.
Officials from New York and New Jersey say $50 million will be spent to clean up salt residue left by Superstorm Sandy inside PATH train tunnels. A year after Sandy hit the Northeast, the Port Authority of New York and New Jersey on Wednesday authorized the spending as part of continuing cleanup efforts.
Small business owners in New York can get expedited grants from a state program aimed at helping them recover from three storms including Superstorm Sandy. The state's Small Business Storm Recovery program will give owners who apply for grants $10,000 while their claims are still being processed. That amount requires only a portion of the paperwork required for a full grant of $50,000 or more.
The website for Delta Air Lines Inc. is working again after an outage on Thursday. The outage lasted roughly four hours and took down Delta's mobile app, too. During that time passengers couldn't check in for flights or book new tickets on Delta's site.

A dry ice explosion occurred late Monday at Los Angeles International Airport, but there were no reports of any injuries or evacuations, authorities said. The incident was reported shortly before 8:30 p.m. at the airport's Tom Bradley International Terminal. There was no immediate word where the dry ice was found or whether there was any significant damage.
California officials knew a computer upgrade for the state's unemployment insurance program that delayed tens of thousands of benefit checks was vulnerable to problems before it was installed, according to a report from The Sacramento Bee. The newspaper reported officials underestimated how many unemployment claims would be affected by a glitch in the nearly $188 million system upgrade implemented over Labor Day weekend.
The death toll from a 7.2-magnitude earthquake that struck the central Philippines rose to 85, police said Tuesday, as more reports trickled in about toppled buildings and historic churches near the epicenter. Bohol police chief Dennis Agustin said that 69 of the deaths came from the province, where the quake hit near the town of Carmen.
